Mark Morrison, co-chair- man of Blakes' Business Crimes, Investigations and Compliance Group, who is based in Calgary and practises across Canada, and Toronto associate Liam Kelley travelled to Zimbabwe for a week to do specialized training on in- vestigation and enforcement of laws against economic crimes, such as bribery. They say that in countries where the risk of bribery and corruption it is not consistent with North American stan- dards, the more that can be done to promote transparen- cy, the better it is for Canadian clients that want to do business there. "Zimbabwe is very much in a transition stage right now, and buy-in from young profession- als will be key moving forward," Kelley says. "I think the interest and en- gagement of the younger demo- graphic bodes well for future progress in this area." About 80 people went to the training, which was requested by the Law Society of Zim- babwe, Blake's said. Kelley says it was the first training of its kind. Morri- son says Blakes was selected through a competitive applica- tion process. Both lawyers noted that the trip reinforced the importance of stepping away from the day- to-day pressures of the firm to do pro bono work. "Something like this really helps put things in perspective. It kind of takes you back to what you learned in law school and why the legal profession exists in the first place," says Kelley. The training, which was also run by EY, focused on inter- national laws and frameworks and hypothetical scenarios, as well as the "nuts and bolts" of forensically tracing money and steps Zimbabwe legal officers could practically take to follow the money, Morrison says. Participants included po- lice, prosecutors, private prac- tice lawyers and representatives from the Zimbabwe Anti-Cor- ruption Commission, Trans- parency International Zim- babwe and the Financial Intelli- gence Unit of the Reserve Bank of Zimbabwe. Morrison says participants were open with their criticism of past law enforcement practi- ces. The country is in new ter- ritory after the end of the term of former president Robert Mu- gabe, who was forced to resign last year after 37 years in power. A new election took place over the summer. In 2016, Transparency Inter- national said in a report that Zimbabwe was losing at least $1 billion per year to corruption, mostly among police and local government. In 2017, the country was ranked 157 on the Transparen- cy International list of corrup- tion perceptions index, with the lowest rank being 180. "It was certainly one of the more rewarding days I've had in my professional career," Kelley says. "We heard about the chal- lenges facing economic crime enforcement in Zimbabwe from many different points of view. This was interesting for us, but, more importantly, it was valuable for the participants to engage in these discussions with each other, particularly given their diverse professional backgrounds and the import- ant roles they play in the fight against economic crime in Zim- babwe." Morrison is a member of Transparency International Canada's board, and he says he considers it a passion. He also says that his father, who spent three years as a vol- unteer school principal in Bur- undi, inspired his role on the trip. "We certainly take for grant- ed, I think, living in a society with an established rule of law and predictability of our legal institutions," Morrison says. "And while we complain and gripe about various items, I don't think you realize just how important having strong, estab- lished, independent legal insti- tutions and respect for the rule of law [are] until you go to the place [that] does not have that same historic foundation — but where you clearly have people that want to move toward that direction."
