"Let's say a woman comes in for social assistance with an interpreter who is one of her children," Zalik says. "Domes- tic violence could be an under- lying issue, but it's hard for the client to talk about it with her child present." Despite the province's pro- grams for interpreters in the courts, it's not clear that in- terpreters who appear before administrative tribunals or simply act as facilitators in lawyer-client communications are getting the same attention. Th e Immigration and Refu- gee Board is the only tribunal commonly accessed by clinic lawyers that provides its own in-house interpreters. "Clients frequently bring their own interpreters, but many are just not competent," Go says. Some tribunals, like the On- tario Human Rights Commis- sion, do pay for interpreters, which they normally secure from several service providers. "Th e quality of these inter- preters varies greatly," Go says. "I've had cases where adjourn- ments were required because the interpretation was so poor. When that happens, you have a waste of tribunal and clinic resources, and the tribunal still has to pay the interpreter." Lack of access to competent interpreters has also led some clinics to turn down clients who don't speak English.
